There’s something wrong with Manitoba’s legal system when the overloaded court dockets include breaches of bail conditions that are relatively puny.

Perhaps it’s a person who missed her bus and therefore missed an appointment with her probation officer. Perhaps it’s someone who was spotted drinking beer despite the alcohol ban on his probation order. Perhaps it’s someone who communicated with a friend despite a no-contact order.

In some places, such minor violations are handled sensibly; probation officers and prosecutors have discretion to treat relatively trivial violations with relatively trivial consequences, freeing up resources to target the highest-risk offenders.

But Manitoba is infamous for its zero-tolerance policy on alleged court-order violations. This is the province where the weighty and expensive court system — judges, lawyers and support staff — gather to hear the case of a guy who was late coming home and missed his court-ordered curfew.

Manitoba, Canada make targeted enhancements to AgriStability

Eligible Manitoba farmers impacted by heavy rain and flooding earlier this year will see AgriStability enhancements.

The government is waiving 2025 late-filing penalties for affected farmers in communities that declared states of emergencies. Producers outside those areas may appeal for a waiver of late-filing penalties, if they were affected by flooding and missed the June 30 deadline.

The maximum interim payment available to farmers enrolled in the 2026 AgriStability program has increased to 75 per cent from 50 per cent of the final payment.

Farmers who’ve already received an interim payment will automatically be topped up to the 75 per cent level.

Nearly 250 people have moved out of Winnipeg encampments under the Manitoba government’s Your Way Home strategy, which is more than 70 per cent of the NDP’s goal for its first term in office.

Housing, Addictions and Homelessness Minister Bernadette Smith told the Free Press Thursday the province has housed 249 people since launching the program in early 2025. The plan is to move 350 people from camps into housing during the government’s first term, which ends in October 2027, and 700 by the end of a second term, if it’s re-elected.

Smith said 85 per cent, or 211 people, remain in housing.

As for the others: “We don’t give up on people,” she said. “We continue to work with them, and when they’re ready to be housed, we will be there to ensure there is a pathway back.”
