Province orders ban on private teacher-student messaging

Manitoba teachers are no longer allowed to text or use social media to contact a student – regardless of whether they coach a school sports team or supervise other activities outside typical instruction times.

On Friday, Education Minister Tracy Schmidt announced a universal ban on school staff initiating remote communications with a student, as well as responding to any messages on “unauthorized” platforms.

“There is never a reason for those communications to be happening in private,” Schmidt told reporters during an afternoon news conference inside her office in the legislature.

“Communications must always be done on a platform that is monitored and, ideally, with parents’ consent and direct involvement.”

Trudeau's climate file gets cabinet shakeup

OTTAWA - Prime Minister Justin Trudeau is sending a signal that combating climate change and transforming Canada's economy will fall to more than just one department in his government, say environmental groups.

Jonathan Wilkinson was shuffled from environment to natural resources in a cabinet shakeup Tuesday and Steven Guilbeault moved to environment after spending the last two years as minister of heritage.

Wilkinson, whose background before politics was as the CEO of multiple clean technology companies, will helm a department that has to oversee a transformation for Canada from an oil and gas country to a clean-tech economy, said Caroline Brouillette, director of domestic policy at Climate Action Network Canada.

Guilbeault, who helped found Equiterre during the very first United Nations climate conference in 1992 and was the director for Greenpeace in Quebec, will take on implementing a range of new climate promises including emissions caps on the oil and gas sector, tougher regulations for methane leaks and phasing out subsidies to fossil fuel companies by the end of next year.

Federal carbon tax unconstitutional: Alberta court

EDMONTON - The Alberta Court of Appeal gave opponents of the federal carbon tax their first win on Monday when it ruled that the levy is unconstitutional.

In a 4-1 decision, the Appeal Court said the legislation that brought in the tax erodes provincial jurisdiction.

"The act is a constitutional Trojan Horse," said a portion of the decision written by three of the four majority justices.

"Almost every aspect of the provinces' development and management of their natural resources ... would be subject to federal regulation."

LOS ANGELES (AP) — Television viewers will find nearly blanket prime-time coverage of a Congressional hearing Thursday on the Jan. 6 Capitol riot, with the exception of Fox News Channel.

Fox News will cover the first in a series of House Select Committee public hearings as “news warrants,” it said in a release, otherwise leaving intact its regular lineup including “Tucker Carlson Tonight.” Fox Business Network, Fox News Digital and other corporate siblings will carry the hearing, with Fox News' Bret Baier and Martha MacCallum co-anchoring.

On the broadcast side, Fox affiliate stations and those owned by Fox Corp. will have the opportunity but not the obligation to carry the hearing, the company said. With Fox News out of the scheduled mix — aside from a post-hearing special at 11 p.m. EDT — the most-watched cable network won't add its heft to coverage.

While Fox Business is among the top-rated business channels, its peak audience is in daytime, where it's been averaging 227,000 viewers recently. In comparison, Fox News averaged 2 million prime-time viewers last week, and 1.3 million for the full day.
