There’s something wrong with Manitoba’s legal system when the overloaded court dockets include breaches of bail conditions that are relatively puny.

Perhaps it’s a person who missed her bus and therefore missed an appointment with her probation officer. Perhaps it’s someone who was spotted drinking beer despite the alcohol ban on his probation order. Perhaps it’s someone who communicated with a friend despite a no-contact order.

In some places, such minor violations are handled sensibly; probation officers and prosecutors have discretion to treat relatively trivial violations with relatively trivial consequences, freeing up resources to target the highest-risk offenders.

But Manitoba is infamous for its zero-tolerance policy on alleged court-order violations. This is the province where the weighty and expensive court system — judges, lawyers and support staff — gather to hear the case of a guy who was late coming home and missed his court-ordered curfew.

Sometimes things people say during conversations on either side of a formal interview stay tucked away in your memory, circling back from time to time to root themselves in a new context.

Bill Strath, a grain farmer from Souris, was president of Manitoba Pool Elevators and a leader in the Prairie co-operative movement in the late 1980s. That was back in the days when these farmer-owned businesses controlled more than 80 per cent of the grain handling capacity, with investments in oilseed processing, flour milling and forays into doughnut-making.

“You know, people like to call the co-operative movement ‘socialism’,” Strath said, or words to that effect. “They’re wrong. Co-ops are really about small-C capitalism.”

I hadn’t thought about it that way before. For me, co-ops didn’t have a philosophical label; they were just a part of daily life.

Bell Canada — Manitoba’s 911 service provider — is facing questions about reliability and redundancy measures after an hours-long outage outside Winnipeg, caused by a severed fibre optic cable, prevented dozens of calls from getting through Wednesday.

Bell spokeswoman Elise von Scheel said backup systems that reroute 911 calls when an outage occurs due to equipment damage also experienced “issues” after a third party cut the cable during construction “near Winnipeg.”

“Manitoba’s 911 system relies on legacy architecture that does not support the failsafes that newer systems have, which is why Bell is in the process of upgrading the ecosystem to next generation 911,” von Scheel wrote in an email.

“All Manitoba public safety answering points are planned to be migrated to the new system by the end of 2026. Migration to NG911 is the fastest and most effective remediation to prevent instances like this in the future.”

Wow, that sure was one heck of a blizzard, wasn’t it, Manitoba?

OK, technically speaking, I don’t have a clue how bad this blizzard was because, thanks to the newspaper’s tight deadlines, I am writing these words on Wednesday morning just as the snow is beginning to fall.

However, as a crusading columnist, I have just bravely taken a brief glance out my back window, and the fact there is a huge white lump where my beloved propane barbecue normally sits fills me with an impending sense of doom.

Fortunately, I am a battle-hardened Winnipegger and we are a stout-hearted, pioneering people who laugh in the face of blizzards, because we are afraid that if we start openly weeping we will soon run out of tissues and there is no way we are venturing out to the store to buy more in the middle of this Snowmaggedon or Snowpocalypse of Snowzilla or whatever stupid name the TV weather people are applying to this storm in an attempt to differentiate it from all the other storms we have endured in our lifetime.
