Second phase of yards development approved

The most recent City Centre community committee meeting was held on Sept. 29, when a number of items were discussed and approved.
The committee concurred with a public service recommendation and approved plans for 28 Station Pl. in the Fort Rouge-East Fort Garry ward. Documents show plans for a proposed 22-storey, 203-unit multifamily building with ground floor commercial units, a proposed 4.5-storey parkade and an attached restaurant.
In the delegation portion of the meeting, Kyle Wires-Munro from MMP Architects explained the yards development is the second phase of the project (Station 2) located near the Jubilee Avenue intersection, which connects to the rapid transit extension.
One of the goals is to provide “an exterior experience” in the space that will be developed between the proposed building and its existing “sister building.”
“We’ve worked very closely with the City to get to this point,” Wires-Munro said, noting there will be a large patio space, trees planted and ample bike racks.
In another matter, the committee rescinded its decision of Feb. 24 regarding land dedication reserve funding for the William Osler Rink Board Replacement Project, and approved a communities fund grant (River Heights-Fort Garry Ward) for $130,000 to the William Osler Skating Rink to help with the cost of the William Osler Rink Board Replacement Project.
The committee also recommended to the standing policy committee on public works that the public service report back regarding reducing the speed limit Arlington Street, between Portage Avenue and Wolseley Avenue, from 50 km/h to 30 km/h, to improve safety, livability, and provide consistency with the adjacent Wolseley Avenue Greenway.
As well, the committee recommended to the standing policy committee on public works that the public service conduct a traffic study to determine if signalized crosswalks are warranted along Academy Street.
Things hit a light note when the committee recommended to the standing policy committee on community services that the ice rink and shack at the Brock Corydon Park be named the Tom Hayward Ice Rink and Skate Shack, after a longtime volunteer, with funding for signage be approved from the City Centre land dedication reserve fund (River Heights-Fort Garry ward allocation).
Noting Hayward’s modest reluctance to accept the honour, Coun. John Orlikow (River Heights-Fort Garry) joked Hayward’s wife “really wants it” and that was a factor in the decision-making process, which provided a moment of light relief: “You know what, Tom, suck it up buttercup … I’m not getting in the way. Tom’s a great guy, he deserves it.”
Following a public hearing, a combined subdivision, rezoning, and variance application to rezone 101 and 103 Sherbrook St., and 685 Westminster Ave., to a residential mixed use lot and a commercial lot was approved by the committee. Seven people registered in opposition.
“This has been a long time coming on the block,” Coun. Sherri Rollins (Fort Rouge-East Fort Garry) said in support.
